Heat the oil in a medium sized pan. Add the scallions, garlic, ginger and half of the green chillies. Stir-fry for 2-3 minutes.
Add the beef. Add lemongrass, paprika and salt. Fry until beef turns brown.
Add 2-3 tablespoon water and cover the pan. Check every few minutes if the beef is cooked.
Add the sauces and rest of the chillies. Stir for 2-3 mins.
Serve hot with plain rice.
