Take a bowl add paneer,suji and 1 tbsp sugar and mix well.Make a flat patties of medium thickness.Heat clarified butter in a pan and place the paneer tikkis and deep fry in medium flame until brown and crispy.Heat milk in a pan,once boiled keep it in a low flame and reduced to half.Add sugar and cardamom powder and mix well.Add the fried paneer tikkis in it and boil for 2 - 3 mins and turn off the flame.Serve warm or chilled.
