Heat instant pot on saute mode (or pressure cooker). Once it's hot, add oil.
Add bay leaf, garlic, ginger, and onions. Saute till onions change color.
Add all the vegetables and stir well.
Add quinoa and stir well for a minute.
Now add all the spices as well as the herbs and mix well.
Add the stock, half & half, and salt to taste. Stir well.
Put the lid onto the IP and change mode to pressure cook. Pressure cook for 8 minutes (or pressure cook in normal pressure cooker for 1-2 whistles).
Once buzzer goes off, release pressure and open the lid.
Laddle the stew in serving bowls with dash of dried parsley and paprika.
