Dice the Onion and Garlic, then fry the onion in a pan with some oil. Add the garlic after two minutes and cook until soft.
Add the mince and cook until mostly browned. Then add the chopped tomatoes and a splash of wine.
Once simmering, add the packet mix and let it cook through for several minutes before adding the Passata.
Finally add the Kidney beans and some more wine, then let it cook for 15 minutes on a low heat.
As soon as you leave the chillie to cook, put the rice on and cook until done. Finally, serve the chillie onto the bed of rice.
