To make pakwaan,make a dough with wheat flour,all purpose flour,sooji,salt,carrom seeds and black pepper powder.
Cover this and keep for 15-20 minutes
To make dal,add salt,water, salt and turmeric powder to a pressure cooker.
Cook it for 2 whistles and then for 3-4 minutes on low flame.
To make pakwaan,take small balls of dough and roll them out. make holes on them with fork so they don't puff up while frying.
Fry these on medium flame till golden brown on both sides.
Take out dal in a bowl and sprinkle some red chilli powder,garam masala powder and dry mango powder on top.
Take ghee in a pan and add asafoetida and cumin seeds and put this tadka on dal.
Serve dal pakwaan separately or with both chutneys and onion and namkeen.
