Firstly grind oats in a grinder to make a powder. Transfer this powder into a bowl.
Next, add semolina and salt and sugar in the same bowl and mix well.
Then, add ginger and chilli paste and curd and mix all the ingredients. Now, add water into the bowl and stir again. Mix all the ingredients well to make a fine batter. Cover the bowl and keep it aside for about 30 minutes.
Add baking soda in the mixture. Mix well.
Now, grease the dhokla tray with oil and pour the oats mixture into the tray and put the tray into a steamer. steam the mixture for 15 minutes.
To prepare the tempering, place a frying pan over medium flame and pour oil in it. Once the oil is heated, add mustard seeds. Once the seeds splutter. Stir for few seconds.
Now, add green chillies and and curry leaves in the pan and stir the mixture for a minute. Turn off the flame.
Next, take out the dhoklas from the steamer and pour the mustard seeds mixture onto the dhoklas and cut the mixture into square shape. Serve!
