Boil pasta and keep aside.
Take a pan add 2tbsp of oil. Add black pepper and then add onions.
Fry it and then add capsicum and salt and fry till its cooked.
In the same pan add milk let it boil then add grated cheese mix it well.
Take 2 tbsp of milk and in it add all purpose flour and mix it.
When done add it to the pan and let it cook for few minutes.
Now add black pepper, oregano and chilly flakes. Mix it and then add boiled pasta.
Mix all the ingredients well. Sprinkle some oregano and chilly flakes and serve.
