Take flour, salt, cardamom powder and mix well
Knead it to soft dough using water.
Divide it into small balls and make small roti
Make same amount of balls with the pedha and stuf one pedha into one roti.
Make a dumpling and roll a roti using flour.
Heat non stick pan
Add the roti and when its half cooked add ghee on its sides
Flip it over and cook on other side.
Apply generous ghee or serve with some ghee on top.
