Heat oil in a kadai,when oil starting smoking and add dry red chilli(broken),mustard seeds stir lightly,when the seeds begin to cracle add chopped tomatoes,salt,turmeric powder, cashew,raisins saute lightly for 2 minute.
Then add fennel powder,red chilli powder saute for a minute, add sugar and jaggery stire well and add water simmer for about 10 minutes until the chutney become thickens considerably, now Tomato chutney is ready.
