Roast oats and grind to fine powder

Adf onion and sauteadf cartot and beans and cook
Add capsicum and cook
Add spices and coriander leaves mix well
Heat pan pour laddle of battar and spread evenly
Dizzle oil and make chilli
Cut chilla in halves
Shape it like cone and insert toothpick to seal
Fill cones with veg mixture
Serve warm with green chutney
