Dry roast oats in a thick bottom pan
Dry roast sooji in the same pan
Take a big bowl.add curd sooji , oats , salt mix well and make a thick batter.
Add some water and mix well
Add eno mix well
Apply oil in the dhokla plate
Add batter in the plate and steam for 10 minutes .
After cooling transfer into a plate
Cut with heart shaped Cookie cutter .
Serve hot with chana dal peanut cutney
