Blend the fennel seeds and sugar to a fine powder.
Combine this powder with 1 cup water. Next in a microwave safe bowl and microwave on high for 8 minutes stirring twice in between.
Keep aside for about 10 minutes. Cool completely and strain through a sieve. Store refrigerated in an air-tight glass bottle.
When you wish to serve, take 3 to 4 tablespoons of this mixture in a glass and top it with water and ice. Serve immediately.
