1. Stir together the whipping cream, milk, vanilla, and chocolate chips in a 5 quart crockpot.
Cover and cook on low for 2 hours, stir occasionally with a whisk, until mixture is hot and chocolate chips are melted.
Once it is heated through and the chocolate is melted, switch the slow cooker on the warm setting. Stir before serving.
Garnish with whip cream and/or marshmallows.
