Preheat the oven to 180 degrees.
Sift flour, milk powder, baking powder & baking soda all together.
Heat milk add gulukand til chikki to it and melt it nicely, cool well and keep aside.
In a separate bowl whisk butter & sugar until fluffy, approximately for 5 minutes.
Fold the sifted flour mixture into the butter sugar adding a little til melted milk mixture slowly slowly & using a whisk, mix well until well incorporated and ensuring there are no lumps.
Add the cardamom powder and gulukand to it, mix well and pour the batter into the baking tin. Fill the tin 3/4th.
Bake for 40 minutes or till a skewer or tooth pick comes out clean, Cool on wire rack or wooden board.
Serve decorated.
