1. Grind soaked brown rice and oats in a mixer.
2. Add water, salt to the above batter in a bowl and mix well.
3. Now heat a non- stick pan, grease it with oil and put a spoonful of batter in the pan and spread evenly.
4. Now sprinkle grated carrot and capsicum.
5. Cook on slow flame till it is cooked on one side and carefully turn to cook the other side also adding a tsp of oil.
