Soak idly rice in water 4 hours. Grind to a smooth batter with little salt. Melt the Jaggery with little water,Strain it And add to the ground batter.
Mix it well. Heat a pan, fry the grated coconut for a while.Add the ground batter,saffron and cardamom powder. Stir it continuously.
Until it reaches dough like consistency.
Turn off the heat.let it cool.smooth out the dough once it becomes cool down.
Pinch out a small lemon sized batter and keep in the palm and close fingers tightly. This way make all Pidi Kozhukattai. Arrange it.
Steam for 15 minutes. Kozhukattai is ready.
Drizzle little ghee and serve.
