In a bowl add all the ingredients (except water and oil which is for dip frying )mash well to make the khasta.
Then add water slowly and make a dough which must be neither much hard not much soft.
Cover the dough and keep aside.
After 10minutes heat oil in a pan.
In the mean time make small balls of it (the balls must be not too big nor too much small).
Then dip fry the balls in low flame which may takes around 8-10minutes.
Now the Gulgullas are ready and serve it with a cup of tea or ghuguni.
