Take a large bowl add all purpose flour, oil, salt, kasturi methi, baking soda, yogurt, sugar and mix well add Luke warm water and make smooth soft dough cover the bowl with damp cloth and keep aside for 2 hours.
Take another small bowl add mashed paneer, chopped garlic, green chili, salt and mix well.
After 2 hours knead the dough slightly.and remove the bubbles.
Take small ball of dough and roll it to 5 inch circular disc now place 1 tablespoon paneer garlic staffing after that join the edges of the disc and roll it again.
Now sprinkle chopped garlic on it and apply butter on it and apply some water on back side.
Now put it in hot kadhai and gently push it keep it for few minutes on low flame then turn the kadhai up side down and keep it for few minutes like that .
your kulcha is now ready apply some butter and serve hot with gravy of your choice.
