Add soaked rice and salt in 6 cups of boiling water.
Cooke rice for 10 minutes.... don't cook fully.
Strain rice and filter its all water and keep aside.
Heat oil in flat bottom pan .
Add ginger,garlic,green chillie in the oil.
Add spring onions chopped bulbs.
Add carrots,cabbage,and capcicum.
Add 1/2 cup of finely chopped spring onions and saute for 5 minutes on high flame.
Add red chilli sauce,soya sauce,black pepper,fried rice masala and saute again.
Add rice into above pan and mix nicely with the vegetables.
Add salt if needed.
