Grind oats to flour or alternatively use oats flour
In a bowl add all the flour with salt
Add beaten yogurt, onion, coriander leaves, carrots and mix
Add water as required to form smooth batter of flowing consistency like dosa batter
Heat non stick pan, brush with oil
Pour laddle of batter and carefully quickly spread it evenly on tawa like round pancake
Smear oil on sides and little on chilla
Flip and cook on both sides until golden brown
Serve hot with sauce or chutney
