Combine the curd , paneer , chilli , garlic , sugar , salt , coriander leaves , mint leaves and fennel seeds powder in a bowl and mix well .
Mix well and keep aside .
Heat 1 tablespoons ghee in a pan , add chana dal powder , curds mixture and cornflour and cook till the mixture thickens and starts to leave the sides of the pan .
Keep aside to cool .
Divide the mixture into 10 - 12 equal portions .
Shape each portion into a heart shape . Spread sesame seeds in a plate and coat the kebabs are well .
Heat ghee in a pan on medium heat .
Fry the heart kebabs till they are golden brown in color from both sides . Drain on absorbent paper and serve hot .
