For batter mix all ingredients in a bowl and set aside for 15 min.
For filling take oil in pan and add onions , saute till they turn brown. Next add ginger garlic paste and green chilli with turmeric powder. let raw smell of ginger garlic go away then add capsicum and salt.
Cook till oil separates, and cook till extra water evaporates.
Now add water in instant dosa batter and add some water to get desired consistency. Not to thick not to thin.
Grease a plate or thatte idli pan and pour some batter , on next layer spread mear mixture evenly and again pour some batter to cover it completely.
Steam it in idli pan for 10 -12 minutes and let it cool down for a minute . Once cooled the ildi is comeout easily .
You can use traditonaly prepared dosa but for instant idli i prefer rava batter. You can also add cheese after meat layer if you are cheese lover. Also you can give red chilly tadka on top to make it spicy.
Serve it with ketchup or schezwan chutney.
