Boil 2 cups of water in a pan and add rice flour, suji, besan, oil and salt.
Mix it well. Switch off the flame and cover it for 10 to 15 minutes.
In a mixing bowl, mix all the ingredients for the stuffing together.
After 15 minutes, take out the flour mixture and knead it into a soft dough.
Take some portion of the dough and spread it on the hand.
Put 2 teaspoons of stuffing and cover it. Shape it like cutlets
Heat oil in a pan and fry the cutlets until they turn golden in colour.
Serve stuffed cheese cutlets with green chutney or tomato ketchup.
