Grind cardamom,cinnamon stick, peppercorns and fennel seeds with mortar and pestle
Bring milk in two quarter of saucepan and simmer it.
Stir brown sugar, ground spice mixture, ginger , and 1/8 teaspoon salt or to taste
Reduce heat and simmer gently and stirring occasionally, three minutes to infuse flavors
Take water in one-quarter of saucepan, add tea and boil for one minute
Pour tea through a fine mesh sieve into hot milk mixture and cook over low heat for 1 minut
Stir it before serving
