Add oil in a pan and heat.Add mustard seeds,black gram,red chillies,cumin seeds,garlic cloves in order.
Now add chopped onions and green chillies and fry them until golden brown.
Add finely chopped tomatoes to the mixture and add the salt and cover with lid for 5 minutes.
Remove the lid and add red chilli powder and let simmer for 5 more minutes
Finally add cilantro for garnish and the dish is ready to serve
