panHeat 1 tablespoon oil in a frying pan over medium heat. Add onion and garlic. Cook for 2 minutes or until onion is soft.
Combine herbs, fennel, breadcrumbs, ricotta, parmesan, lemon rind, mince, onion mixture and salt and pepper in a large bowl. Cover and refrigerate for 30 minutes.
Preheat oven to 130°C. Shape mince mixture into six 1cm-thick patties. Heat remaining 2 tablespoons oil in a frying pan over medium heat. Cook patties, 3 at a time, for 5 minutes each side.
Top each patty with cheese. Place on an oven tray in the oven to keep warm.
Spread bun bases with tomato sauce. Top with lettuce, tomato, capsicum, patties with cheese and cooked onion. Cover with bun tops. Serve with potato wedges.
