In a medium saucepan, combine coconut milk, sugar, cardamom and cinnamon. Stir in rice. Bring to the boil on high. Reduce heat to low and simmer, stirring, for 15-20 mins until rice is tender.
Stir condensed milk through. Cook on low for a further 2 mins.
Meanwhile, to make dried fruit syrup, heat water, sugar, cardamom and star anise in a small pan on high. Heat, stirring, until sugar dissolves. Add fruit and bring to the boil without stirring. Reduce heat to low and simmer for 8-10 mins, until fruit is tender and syrup has thickened slightly.
Serve rice pudding topped with fruit and syrup. Sprinkle with chopped pistachios.
